It might seem like there’s a double negation at first glance, but in Japanese this kind of construction is not considered a true double negation.

The phrase 必ずしも...とは限らない is a standard Japanese grammatical construction used to express that something is not always the case. The apparent "double negation" here works together to soften the statement rather than contradict itself.
