A 64-year-old male staff in the Kobe City Waterworks Bureau, between last September and this March for stepping out for approximately 3 minutes 26 times to order a bento box at the restaurant nearby during working hours ended up getting a pay cut of half a day.
A person in charge in Kobe city at the press conference apologised saying, “It is very regrettable that this kind of misconduct happened. We are very sorry”.
The male staff allegedly told that “it was for a change of mood”.

Well, most of work places will need a public apology.
If you have time for such a conference, do some work.
I don’t understand the reason why cigarette breaks are ok and this is not.
There should be many other problems besides this. Ridiculous.

If they don’t allow being 3 minute away from work, then they wouldn’t allow 3 minute unpaid overtime, right?
Is that really an important thing?
In order to investigate the fact of 26 times of 3 minutes, how much trouble and labour cost did they use and to have the apology conference? Apologise for it again at a later day.
